To aid our vendors, we have developed a matrix in determining the federal and state requirements for products that typically require extensive testing and certification prior to entry into the U.S.
For all other products, i.e. adult wearing apparel, shoes, handbags, cosmetics, etc., please refer to the agency listing in this section for application to your commodity. Any questions can be referred to your Foreign Buying Office.
It is important to note that the following information is intended to be used as a guide. We urge our vendors to review the U.S. regulations that pertain to the goods they sell. There may be other requirements that apply.
Certifications and Declarations
- Any item using composite wood requires California’s Air Resource Board (CARB) certification via approved third party lab for the state of California.
- Any item using composite wood requires certification for the Formaldehyde Standards Act (FSA) via approved third party lab starting January 1, 2013.
- Any item using plant or plant products requires declaration of component, scientific information, value, country of harvest, with unit of measure according to the Lacey Act.
- The Consumer Product Safety Commission (CPSC) requires a GCC every shipment related to children’s products and other certain categories of import commodities.
- Any item containing fish or wildlife is subject to review for potential 3-177 or CITES declaration for proper entry into the U.S. by the U.S. Fish and Wildlife Agency. In addition, state level Fish and Wildlife restrictions may apply as well.
- Any item containing jadeite or rubies requires an Exporter Certification according to The Jade Act.
